How to choose a heat pump installer in California

Licensed HVAC contractor, EPA 608 certified

Anyone who opens a refrigerant line must hold EPA Section 608 certification (federal), and California may license HVAC contractors on top of that. The outdoor unit and any backup heat strips need their own 240V circuits, which is licensed electrical work: ask who does it, who pulls the electrical permit, and confirm liability insurance plus a workmanship warranty, not just the manufacturer's parts warranty.

Insist on a Manual J load calculation

An oversized heat pump short-cycles, dehumidifies poorly, and wears out early; an undersized one leans on expensive backup heat. A good installer runs an ACCA Manual J load calculation on your actual house (insulation, windows, orientation, air leakage) and a Manual S selection that checks the unit's real capacity at your design temperature, not its nominal tonnage. If a quote is based on square footage alone, get another quote.

Compare quotes on ratings, cold-weather capacity, and scope

Line up quotes on the same SEER2 and HSPF2 ratings, the same ducted or ductless design, and the same zoning. In a cold climate ask for the rated heating capacity at 5°F and whether the system is a cold-climate model. Make sure each quote spells out duct modifications, line-set length, the electrical circuit, the thermostat, backup heat, the permit and inspection, and the commissioning (refrigerant charge and airflow verified, not just a thermostat test).

What to know before hiring in California

The largest utilities serving California homes are Southern California Edison (3,219,520 residential customers, 32.4¢/kWh), Pacific Gas & Electric (1,856,780 residential customers, 39.6¢/kWh) and Los Angeles Department of Water & Power (1,410,191 residential customers, 23.8¢/kWh). Your utility sets the rate your heat pump runs on, and it is also who an installer files interconnection or service paperwork with, so name it when you ask for quotes.

Check the license before you sign

The outdoor unit and any backup heat strips need new 240V circuits, which is licensed electrical work. Electrical contractors in California are licensed by the Contractors State License Board (CSLB). Electrical contractors hold the C-10 Electrical Contractor classification; individual electricians are certified separately by the DIR.

Frequently asked questions

Use a licensed HVAC contractor with EPA 608 certification, confirm they pull the mechanical and electrical permits California requires and schedule the inspection, and insist on an ACCA Manual J load calculation before any quote. Get at least three written quotes on the same system type and ratings (SEER2, HSPF2, and capacity at 5°F for cold climates), and check that commissioning, the electrical circuit, and a workmanship warranty are included.
