We computed the effective residential rate — total residential revenue divided by kilowatt-hours sold — for 854 major US electric utilities using federal EIA data (EIA-861, 2024). Unlike advertised rates, this is what customers actually paid, including riders, fees, and fuel surcharges. The gap is enormous: the same 1,000 kWh costs $483 on Hawaii Electric Light Co and $60 on PUD No 2 of Grant County.

Methodology

Effective rate = residential revenue ÷ residential kWh sold. Average bill = residential revenue ÷ residential customers ÷ 12. This captures everything on the bill — supply, delivery, riders, surcharges — not the advertised energy charge.
Scope: the 854largest US utilities by residential customer count offering bundled service. Delivery-only utilities (restructured markets where a separate company supplies the energy) are excluded, since their rate alone would understate the customer's true cost.
Multi-state utilities are ranked by their customer-weighted average rate across the states they serve.
